Rapture shrugs none had needed his words so he wouldn't waste his breath. He stepped far enough away to give himself some room then formed a pair of black wings, constructing them atom by atom. The process taking seconds if that. Once done he tested them a bit before taking to the sky intending to get a good view of the palace.

Just for the record in Japan animation or video games aren't covered by consent laws or anything of the like because it's a cartoon. It's not real and falls into a legal grey area.
